Horse Betting operators have created the World Tote Association, WoTA on 15 June 2020.
The World Tote Association brings together Tote/parimutuel betting operators from around the world to work together to promote and support the horseracing industry in a socially responsible and sustainable manner.
All members of the World Tote Association support:
- Creating stronger national and global betting pools, especially through commingling, to support the respective horseracing industries;
- Expanding pari-mutuel pool betting through additional markets and sporting events content for the additional collective benefit of WoTA operators;
- Addressing the challenges of illegal wagering;
- Working collectively on diversity and inclusion within the pool betting sector to have a positive impact on both people and products
WoTA counts 23 tote operators representing a turnover of more than €40 billion and 10 Associated members (Technology and services providers and Racing organisers).
WoTA merges members of the European Pari Mutuel Association, EPMA and the Asian African Tote Association, AATA.
Fundi Sithebe, CEO of 4Racing, South Africa and Keith Johnson, President of 1/ST Technology group/AmTote are co-chairing the Association in 2025/2026. Riko Luiking, General Manager of German Tote, is the Treasurer..
Fundi Sithebe and Keith Johnson took over on 10th September 2024, from Alex Frost, CEO of the UK Tote Group and Hans Lord Skarploth, CEO of ATG in Sweden who have successfully co-chaired the Association since October 2022.
Members are promoting specific values of the Pari Mutuel betting model:

- Fairness
- Transparency
- Trust
Members have responsibilities to customers, shareholders, regulators, national governments, and society as a whole.
Beyond legal obligations, our members are committed to maintaining a balance between their commercial objectives and social responsibility, including the promotion of responsible gambling and funding for horseracing.
WoTA welcomes technology and services providers in the horse betting industry as Associate members. Horse Racing organisers are closely linked to the work of WoTA.
